NOTICE TO THE PUBLIC OF PETITION FOR APPROVAL
OF A RATE ADJUSTMENT CLAUSE, THE E-RAC,
BY APPALACHIAN POWER COMPANY
CASE NO. PUR-2025-00001
On May 16, 2025, pursuant to 搂 56-585.1 A 5 e of the Code of Virginia, Appalachian Power Company (鈥淎PCo鈥 or
鈥淐ompany鈥) filed with the State Corporation Commission (鈥淐ommission鈥) a petition (鈥淧etition鈥) for approval of an updated rate
adjustment clause (the 鈥淓-RAC鈥) to recover costs that are necessary to comply with state and federal environmental
regulations, including capital investments and operations and maintenance (鈥淥&M鈥) expenses, and other costs.
The Company states that it is requesting the Commission鈥檚 approval of an updated E-RAC, which the Commission initially
approved in 2021, to recover on a timely basis its actual and projected costs to comply with state and federal environmental laws
and regulations applicable to generation facilities used to serve the Company鈥檚 load obligations. The Company states that this
amount comprises the following:
鈥 Costs related to the previously approved projects at the Company鈥檚 Amos and Mountaineer Plants related to the United
States Environmental Protection Agency鈥檚 (鈥淓PA鈥) 2015 Coal Combustion Residuals Rule (鈥淐CR Rule鈥) and the EPA鈥檚
Steam Electric Effluent Limitation Guidelines;
鈥 Asset Retirement Obligation costs for both active and inactive coal plants associated with the EPA鈥檚 2024 expansion
of the CCR Rule;
鈥 Costs related to the previously approved dissolved oxygen project at the Claytor Plant;
鈥 New capital investments to comply with the EPA鈥檚 2024 Mercury Air Toxics Standards Rule (鈥淢ATS Rule鈥);
鈥 Actual and projected O&M costs associated with the planning and initial engineering for compliance with the EPA鈥檚
regulations of greenhouse gases;
鈥 Actual costs the Company incurred to comply with the regulation that established Virginia as a member of the Regional
Greenhouse Gas Initiative associated with the dispatch of the Company鈥檚 gas-fired Clinch River Plant, which is in
Carbo, Virginia; and
鈥 Actual and projected costs incurred for generation consumables to comply with the Clean Air Act, the Cross-State Air
Pollution Rule, and the MATS Rule.
The Company seeks to recover a total revenue requirement of $60.62 million during the Rate Year of March 1, 2026, through
February 28, 2027, through the E-RAC. Specifically, the Company seeks to recover:
鈥 A Forecast Rate Year Cost Component of $53.84 million.
鈥 A Forecast Bridge Period Component of $19.97 million.
鈥 An Actual Cost True-up Component of ($13.19 million).
The Company seeks to recover the revenue requirement by allocating costs to the Virginia jurisdiction consistent with the
Company鈥檚 methodology in its prior E-RAC proceedings. The Company estimates that implementing the revenue requirement
would increase a residential customer鈥檚 monthly bill, based on 1,000 kWh usage per month, by $2.27, or 1.3% when compared to
rates effective April 1, 2025.

review the Company鈥檚 Petition, testimony and supporting documents.
TAKE NOTICE that the Commission may adopt rates, charges and/or terms and conditions that differ from those appearing in
the Company鈥檚 Petition and supporting documents and may apportion revenues among customer classes and/or design rates in a
manner differing from those shown in the Petition and supporting documents.
The Commission entered an Order for Notice and Hearing in this proceeding that, among other things, scheduled a public
hearing on APCo鈥檚 Petition and assigned a Hearing Examiner to conduct all further proceedings in this matter on behalf of the
Commission. A hearing for the receipt of testimony from public witnesses on the Company鈥檚 Petition shall be convened telephonically
by the Hearing Examiner at 10 a.m. on November 7, 2025. On or before October 27, 2025, any person desiring to offer testimony
as a public witness shall provide to the Commission: (a) your name, and (b) the telephone number that you wish the Commission
to call during the hearing to receive your testimony. This information may be provided to the Commission: (i) by filling out a form
on the Commission鈥檚 website at scc.virginia.gov/case-information/webcasting; or (ii) by calling (804) 371-9141. This public witness
hearing will be webcast at: scc.virginia.gov/case-information/webcasting.
Beginning at 10 a.m. on November 7, 2025, the Hearing Examiner will telephone sequentially each person who has signed up
to testify as provided above.
On November 7, 2025, at 10 a.m., or at the conclusion of the public witness portion of the hearing, whichever is later, in the
Commission鈥檚 second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, the Hearing
Examiner will convene a hearing to receive testimony and evidence related to the Petition from the Company, any respondents, and
the Staff of the Commission (鈥淪taff鈥).
To promote administrative efficiency and timely service of filings upon participants, the Commission has directed the electronic
filing of testimony and pleadings, unless they contain confidential information, and required electronic service on parties to this
proceeding.

On or before October 31, 2025, any interested person may submit comments on the Petition by following the instructions found

On or before August 20, 2025, any person or entity wishing to participate as a respondent in this proceeding may do so by
filing a notice of participation with the Clerk of the Commission at scc.virginia.gov/clk/efiling. Those unable, as a practical matter,
to file a notice of participation electronically may file such notice by U.S. mail to the Clerk of the Commission at the address
listed above. Such notice of participation shall include the email addresses of such parties or their counsel, if available. The
respondent simultaneously shall serve a copy of the notice of participation on counsel to the Company, any other respondents and
Staff electronically as described above. Pursuant to 5 VAC 5-20-80 B, Participation as a respondent, of the Commission鈥檚 Rules
of Practice and Procedure, 5 VAC 5-20-10 et seq. (鈥淩ules of Practice鈥), any notice of participation shall set forth: (i) a precise
statement of the interest of the respondent; (ii) a statement of the specific action sought to the extent then known; and (iii) the factual
and legal basis for the action. Any organization, corporation, or government body participating as a respondent must be represented
by counsel as required by 5 VAC 5-20-30, Counsel, of the Rules of Practice. All filings shall refer to Case No. PUR-2025-00001.
